LATHROP — Elected leaders will look at ways to steady rents for about 250 city residents who live in mobile properties. During a special meeting tonight, the Lathrop City Council will consider four options connected to the stabilization of rent for mobile home parks. - Adopting a rent control ordinance, which would set a limit on the amount of rent that can be charged. - Adopting a rent mediation ordinance, where a third party tries to help parties reach resolutions on rent disputes. - A combination of rent mediation and rent control, where thecity would try to hash out the problem first, then look at rent control.
We incorporate policymaker costs of supplying rents and variable intensities of competition among rent seekers into the standard rent-seeking game. By incorporating these aspects, the game has greater verisimilitude to the lobbying process. The first aspect captures the fact that in rent-seeking contests there is a positive probability that neither firm will obtain the rent. The second aspect captures the fact that firms seeking different rents still must compete for policymakers resources. We find that lobbying expenditures, rent-seeking profits, and rent dissipation depend on the intensity of competition and the value of the rent relative to policymaker costs. For example, if the value of the rent is sufficiently high relative to policymakers costs, an increase in the intensity of political competition will increase lobbying expenditures; otherwise, expenditures fall as competitive intensity increases. In addition, the model establishes pure-strategy equilibria with underdissipation where only mixed-strategy equilibria exist in the standard model. Rent seeking in politics involves agents who lobby policymakers for potential benefits. In a seminal contribution, Tullock (1980) modeled rent seeking as a lottery game. A major weakness of Tullocks game was that it lacked verisimilitude to actual rent seeking because it omitted politics. The absence of politics meant that the game essentially assumed that there are no costs to the policymakers of supplying rents. But as Tollison (1997) and others have pointed out, these costs are not zero, and the politics surrounding the policy decision influence the pattern of lobbying and the rent-seeking outcome. In this paper we address two aspects of those politics: the costs to policymakers of supplying rents and the variable intensity of political competition among a given number of rent seekers. Including these aspects increases the similarity of the game to actual rent-seeking situations and makes clearer the incentives to rent seekers. Costs to supplying rents arise due to various constraints. Legislators must build coalitions, acquire parliamentary rights, maintain a positive image, and service constituent interests. Policymakers in agencies must follow procedural rules, submit to congressional oversight and budgeting, pass OMB reviews, and so forth. Lower policymaker costs should increase the effectiveness of lobbying, and this should attract greater lobbying efforts among rent seekers. (1) Increasing policymaker costs makes lobbying less effective. Indeed, because of these costs policymakers often turn away lobbies empty-handed. In short, policymakers have constraints that affect the policies they design, and this affects lobbying expenditures (Dougan and Snyder 1993). This paper introduces policymaker costs in monetary units, such that they are comparable to the value of the rent and rent-seeking expenditures.

Recommended Breastfeeding Practices 1. Human milk is the preferred feeding for all infants, including premature and sick newborns, with rare exceptions.[75-77] The ultimate decision on feeding of the infant is the mothers. Pediatricians should provide parents with complete, current information on the benefits and methods of breastfeeding to ensure that the feeding decision is a fully informed one. When direct breastfeeding is not possible, expressed human milk, fortified when necessary for the premature infant, should be provided.[78,79] Before advising against breastfeeding or recommending premature weaning, the practitioner should weigh thoughtfully the benefits of breastfeeding against the risks of not receiving human milk. 2. Breastfeeding should begin as soon as possible after birth, usually within the first hour.[80-82] Except under special circumstances, the newborn infant should remain with the mother throughout the recovery period.[80,83,84] Procedures that may interfere with breastfeeding or traumatize the infant should be avoided or minimized. 3. Newborns should be nursed whenever they show signs of hunger, such as increased alertness or activity, mouthing, or rooting.[85] Crying is a late indicator of hunger.[86] Newborns should be nursed approximately 8 to 12 times every 24 hours until satiety, usually 10 to 15 minutes on each breast.[87,88] In the early weeks after birth, nondemanding babies should be aroused to feed if 4 hours have elapsed since the last nursing.[89,90] Appropriate initiation of breastfeeding is facilitated by continuous rooming-in.[91] Formal evaluation of breastfeeding performance should be undertaken by trained observers and fully documented in the record during the first 24 to 48 hours after delivery and again at the early follow-up visit, which should occur 48 to 72 hours after discharge. Maternal recording of the time of each breastfeeding and its duration, as well as voidings and stoolings during the early days of breastfeeding in the hospital and at home, greatly facilitates the evaluation process. 4. No supplements (water, glucose water, formula, and so forth) should be given to breastfeeding newborns unless a medical indication exists.[92-95] With sound breastfeeding knowledge and practices, supplements rarely are needed. Supplements and pacifiers should be avoided whenever possible and, if used at all, only after breastfeeding is well established.[93-98]

Catherine Matheson [*] NAVAJO FAMILIES WHO HAVE CHILDREN WITH DISABILITIES In the United States, many have come to believe that families and family involvement are the most important factors in supporting children with disabilities. Families exist within an ecocultural environment that is complex and powerful, and it is within the family context that development in all its forms begins and is nurtured. We cannot understand what family involvement means without understanding the culture of families and the informal systems that families use to adapt and operate. In this chapter, the example of Navajo families with children with disabilities underscores and shows in high relief the heavy reliance on cultural support for families that is part of any family system. As early-intervention and family support programs continue to grow in the United States, we need to understand and sustain those benefits of indigenous systems that provide support and relief to families even as we seek to engage families in the use of supports that may be offered by private and public agencies. Two complementary systems operate to fulfill the needs of Navajo and other American families who have children with disabilities: one is the indigenous adaptive system and the other is the public health system that has been established nationally in the United States with local options. One example is the Individuals with Disabilities Education Act (IDEA 1997), parts B and C, providing early intervention, preschool, and school-age services. The indigenous system was in existence long before the IDEA, but has not been recognized as such. Both systems attempt to increase the well-being of families, but because all adaptive systems have a cost, neither system is totally benign. Each system extracts some payment for the benefits it provides. When discussing costs, our intent is not so much to point out financial costs, which are often involved, but to show that costs to families can be more subtle, such as the erosion of family responsibility and satisfaction with the efforts the family makes on behalf of the child with a disability. Thus, in the Navajo sample, families identified medical disabilities and sought help for medical problems from professionals but were sometimes unable to resolve their anxiety until they involved spiritual services or indigenous healing practices. Conversely, Navajo families did not identify learning disorders in the preschool age group that we interviewed. Learning and language disabilities were primarily identified by professionals and schools, who in turn sometimes found families apprehensive and reluctant to adopt an active role in early-intervention efforts that they had not sought themselves.

There is anecdotal evidence that the addition of the opioid, fentanyl, to epidural analgesia for women in labour is associated with difficulty establishing breastfeeding This study sought to determine whether there was any association between epidural analgesia and either breastfeeding in the first week postpartum, or breastfeeding cessation during the first 24 weeks postpartum. Results revealed that 93% of subjects were either fully or partially breastfeeding in the first week; 60% of the women continued to breastfeed at 24 weeks. The only factor associated with no breastfeeding was maternal education (p <0.0001); women with less education were more likely to not breastfeed at all in the first week postpartum. After adjusting for parity, of the five intrapartum analgesia categories, only epidurals and general anaesthetic were significantly associated with an increased risk of partial breastfeeding in the first week. Predictors of breastfeeding difficulties in the first week were similar to predictors of partial breastfeeding. When the analysis was confined to women who had vaginal births, this association was weaker, and ceased to be statistically significant after adjusting for parity. Women partially breastfeeding after one week were almost twice as likely to cease breastfeeding by 24 weeks compared to those fully breastfeeding at that time. Among women who were breastfeeding in the first week, women who had pethidine or an epidural were significantly more likely to stop breastfeeding in the first 24 weeks than women using non-pharmacological methods of pain relief, partial breastfeeding during the first week could not completely explain the increased breastfeeding cessation rate. Women participating in this study who had epidurals were less likely to fully breastfeed their infant in the few days afterbirth; they were also more likely to cease breastfeeding in the first 24 weeks. This study noted a growing body of evidence that the fentanyl component of epidurals may be associated with sleepy infants and difficulty establishing breastfeeding. No conclusions were drawn in this study as it did not have information about dosage or timing of analgesic agents used. Even if the relationship is not causal, the authors noted the importance of giving adequate breastfeeding assistance and support to women at higher risk of breastfeeding cessation.
The benefits of breastfeeding for mother and infant are widely documented. Despite these known benefits, national breastfeeding rates remain below the national health objectives of Healthy People 2010 — at least 75 percent of mothers who breastfeed their babies in the early post-partum period and 50 percent of mothers who continue breastfeeding until their babies are 5 to 6 months of age. Information from facilities providing maternity services and care for newborns was collected using a questionnaire adapted from the WHO/UNICEF Checklist for Evaluating the Adequacy of Support for Breast-Feeding in Maternity Hospitals. Wards, and Clinics. Data were collected on breastfeeding policies, staff mining, health education, discharge procedures, and delivering mothers demographics. Key participants in this study were lactation consultants or head nurses in obstetrics departments of hospitals in the metropolitan New Orleans area. The percentage of low-income new mothers ranged from 6-9 percent with an average of 47 percent. The percentage of women who initiated breastfeeding after delivery ranged from 20-75 percent, with only one facility meeting the Healthy People 2010 objective. The other hospitals rates were 60 percent or less. The majority of facilities had explicit policies for promoting and supporting breastfeeding. Staff training and support appeared to be sufficient. Almost all facilities provided specialized mining in lactation to staff members, with most facilities having at least one designated staff member available full-time to advise breastfeeding mothers. Implementation of existing policy appeared to be inconsistent. When there were set rules of allowing or not allowing the baby to stay in the room with the mother, respondents said “we do it anyhow”. Another example of inconsistent policy implementation was that despite most facilities having a policy to restrict an infants feeding before the initiation of breastfeeding, staff interpretation of this policy at three different facilities resulted in food and drink being given to newborns. Only five respondents reported that data are collected on the prevalence of breastfeeding initiation and breastfeeding at the time of discharge. Six facilities had a specific policy to give breastfeeding mothers special discharge packs containing breast pads, water bottles, and literature related to breastfeeding. These findings suggest that hospital facilities need to evaluate existing breastfeeding policies for consistency of interpretation and implementation. Furthermore, if no policy exists, one needs to be created. The impact of factors other than policy can be demonstrated in evaluating the one hospital that achieved the Healthy People 2010 objective. In addition to a low percentage of low-income status women delivering, this facility had patients with a high level of participation in prenatal care and a long-standing lactation consultant who was a strong advocate for breastfeeding in the facility and the community at large.

n the state of Kentucky, you can call Churchill Downs for information on horse racing, but if youre looking for landscaping advice, Mary Webb of Louisville is a champion in her own right. A native Kentuckian who grew up gardening, Mary works with a partner, Barbie Tafel Thomas. Their signature is creating understated landscapes for the traditional Colonial houses typical of Kentucky and the Upper South. Marys own Louisville home is an example of the classic landscaping techniques she employs. When she and her husband, Sonny, purchased their garden home, she wanted to “age” it and add warmth. Although she and Barbie design some of the loveliest gardens in Louisville, Marys own landscape revolves around a simple green palette. Here are design tips from her home. First things first. “Screen out the bad views with fences, walls, hedges, or trees. With lots getting smaller, sometimes it takes all four to get the privacy you need,” Mary says. “Even with the brick wall we built in our backyard, I still had to add a lattice cap.” Soften the rough edges. Mary trained China girl holly (Ilex meserveae) to climb the walls surrounding her front door and side kitchen entrance. The leafy carpet immediately softens large expanses of brick. China girl holly is cold hardy and a good choice for Upper South landscapes. A low border of thyme spills over into the pea gravel drive. One possible health outcome that may be adversely affected by intentional weight loss is immune function. Natural killer (NK) cells, a subset of mononuclear cells, which are an important component of the immune system, lack antigen-specific receptors and are capable of killing cancer cells and virus-infected cells. The aim of a cross-sectional study was to investigate history of intentional weight loss and associations with NK cytotoxicity and lymphocyte subpopulations among healthy, overweight, postmenopausal women. It was hypothesized that repeated intentional weight loss may be associated with lower immune function measures. The subjects (n=114) were a subset of a female study population recruited for an exercise intervention trial. The subjects had to meet the following criteria: postmenopausal, age 50 to 75 years, in good health; sedentary; nonsmoking; and had been at a stable body weight for at least 3 months. Body weight and height was measured. The subjects completed a questionnaire that included the following question: “Within the last 20 years, when you were not pregnant or sick, did you ever lose 10 pounds or more on purpose?” In other questions, women were queried regarding how often they had lost between 120 lb and 19 lb, between 20 lb and 49 lb, 50 lb or more, and how long they had been within 10 lb of their current weight. Demographic information was obtained. Food frequency questionnaires were used to assess dietary intake and alcohol consumption. The use of nutritional supplements was ascertained. Flow cytometry was used to measure NK cytotoxicity at four effector-to-target (E:T) ratios and four enumerating phenotyping lymphocytes. Multiple linear regression was used to investigate associations between weigh loss within the past 20 years and current immune function. Women who reported ever intentionally losing > 10 lbs were found to have lower measured NK cytotoxicity than those who did not (24.7% [+ or -] 12.1% vs. 31.1% [+ or -] 14.7%, respectively, at E:T 25:1; P = .01). Additionally, increasing frequency of previous intentional weight loss was associated with lower NK cytotoxicity (P = .003, trend). As an independent predictor, longer duration of recent weight stability was associated with higher NK cytotoxicity (21.6% [+ or -] 11.9%, 24.4%[+ or -] 11.0%, and 31.9%[+ or -] 14.4% for <2,>2 to <5, and >5 years of weight stability, respectively; P = .0002, trend). The frequency of weight loss episodes was also associated with differences in the number and proportion of NK cells.
A recent investigation was designed to see whether a phenomenon similar to naturally occurring relapse might be produced experimentally in a shorter time period by intentionally interrupting weight loss momentum during the initial treatment period. Investigators felt that artificially forcing weight stabilization might allow them to produce experimental relapses in a shorter time frame than occurs naturally during treatment. The purpose of the study was to experimentally test this disruption hypothesis by randomly assigning some patients to interventions that would disrupt their weight loss momentum. Subjects included 142 men and women (22 males and 120 females), aged 25 to 60 years with a mean BM1 of 33.1 [+ or -] 3.3 kg/[m.sup.2]. Subjects were randomly assigned to one of three groups that differed in the scheduling of the 14 group lessons. The control group completed 14 sessions, on 14 consecutive weeks. The long break group (LB) took a 6-week break after the seventh lesson. The short break group (SB) took 2 week breaks after the third, sixth, and ninth lessons. Participants in all groups were assessed at postreatment (week 20) and 6 months later (month 11). The three groups received the same behavioral weight loss intervention consisting of 14 group meetings. The subjects were also assigned a calorie goal of 1000 to 1500 calories per day depending on their baseline weight. Additionally, to create a formal rule for `break, participants were given a list of 13 high-fat foods that were to be totally restricted (for example, cheese, burgers, cakes, and pastries). Exercise was gradually increased up to 150 rain of activity per week. There were no group meetings during breaks and participants were instructed no to monitor their behaviors or weight during these breaks and to eat and exercise as they had before the program. Following the `breaks, treatment meetings began where they had left off. After completing the 14 lessons, all participants were encouraged to maintain their new eating and exercise habits and continue to lose weight or maintain their weight loss. The subjects appeared to take the breaks as prescribed, with interruptions in self-monitoring, dietary adherence, and self-weighing (but not exercise). However, participants quickly resumed their weight loss behaviors after the break. Breaks produced a slowing of weight reduction or slight regain, but weight losses during the breaks were not significantly different from the control group. Overall weight losses (0 to 5 months or 0 to 11 months) did not differ between the treatment groups.

Cold air is not forced into the cabinet; instead, refrigerated air is directed down one side of the cabinet, forcing warmer air up the other side of the unit and out of the cabinet.

On top of that the company keeps a huge inventory so it can deliver its products quickly.Company President Dwight Gahm purchased Kitchen Kompact in 1955. At the time, KK was a small custom cabinet shop in Louisville, Ky., that had been in business since 1937. Gahm had no experience in the cabinet industry, having previously co-owned a diaper service. But he did bring ideas to the cabinet industry that he developed during his diaper business day. Ideas such as efficiency of production, getting employees involved and motivated, keeping debt to a minimum, and selling the product at a fair price.

While there are a number of courses offered in public speaking, I recommend joining Toastmasters International. There, you will learn how to cut to the chase and get your point across quickly. Youll learn how to respond in an impromptu situation and deal with circumstances where speaking involves time constraints. Youll learn techniques from professional speakers, and Toastmasters International has experts who can evaluate your skills. In most public speaking courses, students are asked to speak in front of an audience at least every other week; each speech is critiqued and evaluated by the instructor. Participants are judged based on the timing of the speech, voice intonation and gestures. A public-speaking class can help writers gain more confidence, which can help increase book sales.
